If both kde and qt flags are set, ebuild doesn't procude qt plugin (only licq_kde-gui.so). If unset kde, qt plugin will build.

Reproducible: Always
Steps to Reproduce:
1. export USE="qt kde"
2. emerge =licq-1.3.0-r1
3.

Actual Results:  

# epm -ql licq|grep lib
/usr/lib/licq/licq_console.la
/usr/lib/licq/licq_console.so
/usr/lib/licq/licq_kde-gui.la
/usr/lib/licq/licq_kde-gui.so

i can't reproduce it in both -r1 and -r2
reopen, please, if problem is still exists
