Hi!

It appears that the URL variable for the file downloaders (prozilla lukeftp etc)
has been changed from ${x} to ${URI}.  However, this change is not updated in
the optional FETCHCOMMAND 's found in the installed make.conf file.

This is in reference to portage-1.8.9_pre15
