icingaweb2 needs those two dev-libs/icinga-php* packages

For icinga-php-library, our tree only supplies 0.6.0, but icingaweb2 2.10 requires 0.8.0.

The requirement is listed on icingaweb2's github page -> installation link

Reproducible: Always

Steps to Reproduce:
1. Install and deploy icingaweb2 2.10
2. Load the webpage

Actual Results:  
The CSS seems completely off, the error logs show messages regarding broken LESS files

Expected Results:  
You're greeted with the website

I have locally copied and renamed icinga-php-library 0.6.0-r1 to 0.8.1, ebuild ... digest and installed the package using my copy.

Since the software is essentially unusable without this fix - essentially it crashes, I decided to select severity critical, but feel free to downgrade that.
