I am not sure where does this belong to, it's hard to figure it out.
I believe I spoted two errors on http://www.gentoo.org/doc/en/utf-8.xml
1) The right way to generate the locales is not with localedef, although
that's the fastest one. The best way is to put
sys-libs/glibc userlocales
on /etc/portage/package.use and the list of locales on /etc/locales.build.
Then, rebuild glibc.
2) Better than specifying the LANG and LC_LANG in some profile file is to
specify it on /etc/env.d/02locales

I've added the locales.build information to the guide.

Setting a variable in /etc/env.d/##somewhere is only applicable if you want to have UTF-8 system-wide. However, that isn't recommended yet by Thomas (slarti) Martin.
