Hi Infra guys, 

could you please create a new arch alias loong@gentoo.org ?

* same perms as other arches
* also, needs bugzilla account
* also, needs entry in the bugzilla arch list (same category as riscv e.g.)

Shamelessly reopening this bug for more stuff.

Could we please have for loong

* a directory on dev.g.o /space/experimental-local/loong like for other arches, 
  which goes to the mirrors

* and the corresponding group, exp_loong, members xen0n and me

basically, 
drwxrwsr-x  root    exp_loong  ...  loong
