Any objections to me removing sys-apps/baselayout all together from the glibc RDEPEND= and moving the virtual/os-headers RDEPEND= into the DEPEND= Motivation for this change revolve around using ROOT=/mnt/foo emerge -K glibc and the desire to not have the headers and the full baselayout in embedded envionments where people desire to use glibc vs uClibc. (when ppl want NIS/NSS/PAM/etc.) baselayout should be covered by profiles. and the os-headers would be merged via DEPEND before glibc builds.

phase1 complete phase2 inform maintainers of baselayout-$USERLAND of new virtial/baselayout so they may start having the respective ebuilds they maintain start to also provide it. (kiko and spb informed via irc) phase3 will be basic profiles phase4 will be to inform dev ml and see if we can get the devs to edit the ebuilds in the tree phase5 will be what todo about the cases of profiles/packages:>=baselayout-$versioned
#3, #4 done. waiting till the weekend for #6 which is why this bug was opened. Skipping #5 for now.
