when running emerge whois-4.6.13-r1 (default version) on amd arch the following error is obsevered while the feature maketest is enabled in make.conf:

test phase shows the use of the nc util which i do not have installed. This error does not occour with maketest disabled.

Steps to Reproduce:
1. set make test in features of make.conf
2. run emerege whois

Actual Results:  
emerge error

Something strange with this.. I installed 4.16.13-r1 without problem, and don't have nc on my system. But, in the 4.6.22 ebuild I see "RESTRICT="maketest" #59327", which bug #59327 was the same bug, and it's fixed in 4.6.22..
