We had this reported in bug #45858, but couldn't reproduce and the reporter disappeared. Does this occur for launchers in the panel? Or only for launchers that are part of the default menu? (ie .desktop files). We'll try to investigate this further if we have the time, but with the new menu system just around the corner (the gnome-menus module in 2.10) I'm not sure if we'll get to it in time.
Works, now with gnome-panel 2.8.3
