I'd like to re-enable coverity runs after Travis stopped.

For this via a github workflow/action I need to run a coverity block which requires access to two secrets: COVERITY_SCAN_EMAIL and COVERITY_SCAN_TOKEN.  I would like to get the necessary access bits for the portage-utils github mirror so I can add the secrets and enable the coverity task.
