Not a bug; newer e2fsprogs handles the duties of both old e2fsprogs and old e2fsprogs-libs. A world update (for example, emerge -pvuDU @world) should suffice. If not, emerge -W e2fsprogs-libs (-W/--deselect).

yeah clean your world file or don't specify -libs package explicitly on commandline when you update, portage should only pull sys-fs/e2fsprogs now, -libs package is deprecated and going away, let it get depcleaned.
