I was trying to emerge dvd::rip which has imlib as a dependency and the emerge stops:

[ snip ]
checking for jpeg_destroy_decompress in -ljpeg... no
configure: error: *** JPEG library not found ***

And yes, jpeg-6b was emerged properly.

Steps to Reproduce:
1. emerge imlib
Actual Results:  
I got the same error as previously described.

Expected Results:  
It should have emerged imlib.

According to the config.log, configure couldn't find anything X11 related, and X isn't in your use flags.  Do you have xorg-x11 installed?

Oh, bother.  In my case the problem is imlib2-1.2.0.004, however.
