kmenu (kmenuedit too) and kcontrolcenter have no entries.  I suppose these are evidence of some more singular, general error, but I don't know what that might be.  I have no idea what is going on since I just emerged kde.  I'm sorry I have no more detail, but I don't know where to look or what to provide.

If you run kmenuedit or kcontrol from a terminal, is there interesting
error-related output?

I believe I've discovered what was wrong, namely that I had a ~/.config directory from another distro, so just 'rm -r .kde* .config' fixed everything it seems.
