hsfconfig with a hsfpcibasic2smart modem fails when entering a "region name" due to there being no region files.

Reproducible: Always
Steps to Reproduce:
1.install hsfmodem
2.hsfconfig ( with a hsfpcibasic2smart modem)
3.

This problem exists too with amd64. Probably hardware should be changed to "All".

I've just bumped the version to hsfmodem-7.18.00.03, but still no regions are installed in this folder.
