Please add "~mips" to KEYWORDS for net-www/elinks-0.10.2

Well, I've tried elinks on both mips and mipsel... I'm right this minute,
writing this comment in elinks 0.10.5 running on an R4600 Indy.

Once my `cvs update` of the portage tree is done, I'll keyword this ~mips.
