GLEP 22 gives no rationale for the chosen ARCH-KERNEL-USERLAND-LIBC order of 
the extended keywords.  A true bottom-to-top ARCH-KERNEL-LIBC-USERLAND would 
seem more logical to me.  Also, the GLEP could be clearer on what the chosen 
order actually is.

some order had to exist :P

that said, the specified order is closest to the standard that is used in autotools which means it's used on every single frickin platform out there

Thanks, Mike.  I'd been meaning to look up the autotools order, but I hadn't managed to get around to it.

Marking wontfix.  Feel free to write a new GLEP if you really feel strongly about
the order.

This bug isn't about changing the order.  It's about adding, explicitly, in 
the glep, the reason for the chosen order.  Don't make people wonder.
