Are you going to pursue this further? It seems there is a language disconnect with upstream. They need precise instructions, like "this adds xxx dependencies that are heavy on y systems", though note that I haven't looked into the latter at all yet.
The dependencies are not heavy, only kde-frameworks/kactivities and kde-plasma/kactivitymanagerd, but if you use kde-apps with a wm they are completely useless in my opinion (and it seems okular doesn't use activities if I understood what they said upstream). In any case, I can also understand them not want to change.
There has been no follow-up upstream.
