You should attach the .ebuil only. Otherwise, run "repoman" in that directory and fix the complains...

Hm, there is a problem with this ebuild: I saw that emerge will give in make install prefix and exec_prefix as an command line parameter parameter. This projects uses several perl modules which have to be installed, and the Makefile for these modules will be generated during the compile process. But during the compile process, the prefix and exec_prefix values will be the values given by the configure script. So later in the installation process, the perl modules will be directly installed to /usr/lib/cforum. Is there any idea what I can do about it?

I am, you know, confused. How is this "RESOLVED UPSTREAM"? Neither is the bug report resolved (the package is not in Portage yet), nor has this resolution anything to do with the upstream.
