A few months ago, we set up the "Gentoo Security" Bugzilla group to be able to handle security-eyes-only bugs in Bugzilla. The idea was to let anyone file a bug "restricted to Gentoo Security" while having only the security members, the reporter and the people they CC control the bug.

Apparently everything is going ok with the "Gentoo Linux" product :
- when creating a "New-Expert" bug, users not in "Gentoo Security" group can see and check the "Gentoo Security" restriction checkbox
- when creating a "New-Expert" bug, users in the "Gentoo Security" group can see and check the "Gentoo Security" restriction checkbox
- only the Reporter, the Security group and the Cc-ed people can access and modify the bug

Now we use the "Gentoo Security" product for security bugs and we observe the following :
- when creating a "New-Expert" bug, users not in "Gentoo Security" group can NOT see (or check) the "Gentoo Security" restriction checkbox
- when creating a "New-Expert" bug, users in the "Gentoo Security" group can see and check the "Gentoo Security" restriction checkbox
- only the Reporter, the Security group and the Cc-ed people can access and modify the bug

I know that this feature is enabled product-by-product, so I suppose the "Gentoo Linux" and "Gentoo Security" products have been set up differently, and that copying the conf for Gentoo Linux for the Gentoo Security product should do the trick.
