Please emerge =sys-apps/portage-2.0.51.16 and then retry emerge system if you want. If the only package it wants to install is cpio like shown below, then I wouldn't worry about emerging system. Just update portage as detailed above.

The proper fix is to upgrade your version of portage to 2.0.51.16 first, and then try to emerge cpio. Just a note though, cpio isn't exactly needed by most systems, it's inherited from the base system profile.
