I am only submitting this becasue the output said too!  ;-)  I have pasted the output.  This occured after doing a emerge sync

Please emerge =sys-apps/portage-2.0.51.16 and then retry emerge system if you want. If the only
package it wants to install is cpio like shown below, then I wouldn't worry about emerging system.
Just update portage as detailed above.

I just installed portage for Mac OS X and got the same error when I ran emerge system.  I wanted to verify that cpio was the problem so I ran emerge cpio and got the same error.  I am running OS X 10.3.8 on an iBook G4 with 768 megs of ram. Below are the contents of my terminal window:

The proper fix is to upgrade your version of portage to 2.0.51.16 first, and then try to emerge cpio.
Just a note though, cpio isn't exactly needed by most systems, it's inherited from the base system profile.
