The description for sys-libs/utempter reads "App that allows non-privileged apps to write utmp (login) info, which needs root access", which isn't really true.

Writing utmp records doesn't require root access, just write access to /var/run/utmp, which is accomplished in Gentoo by having /var/run/utmp chgrp'ed to 'utmp' and /usr/sbin/utempter setgid 'utmp'
