rules.d/50-udev.rules defines ttyUSB as root:usb, mode 0660 while permissions.d/60-udev.permissions defines it as root:tty mode 0600

Obviously the permissions.d file overrules the rules.d file, however, I think the root:usb 0660 case is more meaningful

anyway, both files should contain the same definitions

/etc/udev/permissions.d/ is no longer even used, so it can be deleted
now.

If you feel the rules file has the improper permissions, please create
a patch for the file and create a new bug.
