Hey, 

apparently the Hacktoberfest is back.

Seems like our repos are tagged with "hacktoberfest" but I can't find the label to mark our PRs acceptable. I know last year we could add the label by ourself.

robbat2 did the initial tagging, and most ones after that. Possibly somehow via automation? 

Anyway, can we enable this again, so our contributors can get the rewards?

FWICS devmanual has the label already, and I've added it to gentoo.git.
