While emerging xorg-x11-6.8.2, i've seen this message:

ln: creating symbolic link `/var/tmp/portage/xorg-x11-6.8.2/image//usr/X11R6/lib/X11/doc' to `../../../share/doc/xorg-x11-6.8.2': No such file or directory

I think it comes from backward_compat_install(), at the end of the function:
	dosym ../../../share/doc/${PF} /usr/X11R6/$(get_libdir)/X11/doc
There is probably no ${D}/usr/X11R6/lib directory yet at this step (actually, no ${D}/usr/X11R6 symlink, or no ${D}/usr/lib directory, i don't know). The result is that i don't have any /usrX11R6/lib/X11/doc once xorg is installed.

I don't know what this link is useful for and if it's worth fixing it or just dropping it.

Yeah that's likely the problem -- I've seen it before and it's basically unimportant.
