If one have unlimited votes, it could be like it is, but now if I wanted to vote being tapped out, I would have to untag some of old (resolved) bugs - that way we get rid of history. We cannot check reliably, which bug was onerous for users. I don't expect, somebody to dig in Gentoo Bugzilla, but I am convinced it should not be touched just for order.
