After updating the portage, on command emerge -uD world I receive a message of broken dependencies from quagga-0.97.2 referring libcap-1.10-r3 which is now libcap-1.10-r4

The workarround it's to change =sys-libs/libcap-1.10-r3 in something like >=sys-libs/libcap-1.10-r3

Reproducible: Always
Steps to Reproduce:
1. emerge sync
2. emerge -uD world


Actual Results:  
emerge: there are no ebuilds to satisfy "=sys-libs/libcap-1.10-r3".
