Is it time to stabilise this version?

Recently, the tree ended up breaking b/c of cleanup of opencl-headers, but given newer versions no longer have this constraint (including 2.3.0), it might be nice to stable it and avoid such issues in future.

I've got no idea if it's best to stable the newly-added opencl-headers-2021.06.30 with this and therefore wait an extra 30 days or not.

CCing marecki@ as he maintains opencl-headers, and chewi@ as he's interacted with ocl-icd recentlyish.

The headers =dev-util/opencl-headers-2021.06.30 and more were stabilized some time ago, see here:
