It is a known issue upstream that >=dev-lang/go-1.16 on x86 w/o sse2 is not able to bootstrap from <dev-lang/go-1.16. See https://github.com/golang/go/issues/44500. I don't know if bootstrapping from >=dev-lang/go-bootstrap-1.16 works.
As you said, this issue is known, and I am planning on stabilizing the new go-bootstrap package once I know that it fixes the issue. Can you please attempt to bootstrap with the newer version of go-bootstrap and report back?
