Close ticket.  I deleted:
/usr/portage/distfiles/genpatches-2.6-10.07-extras.tar.bz2
/usr/portage/distfiles/genpatches-2.6-10.07-base.tar.bz2
and that fixed it.  Must have had broken bz2's
