When using default USE flags procmail merges with maildir as the default delivery format instead of mbox.  Procmail historically, and currently uses mbox as it's default format.  I know you can override this with the mbox USE flag but its counter-intuitive for the ebuild to change the default behavior of procmail on a unix system.

The software should merge with the mbox format by default and use maildir only
when specified

Gentoo uses maildirs as its default mail storage system. In my opinion. This is not a bug.

PD: Reopen if I'm wrong.
