When running webapp-config with the -p (pretend) flag, and usign the -d (directory) flag to specify a directory to install to, the directory is created even though the pretend flag is being used.

Reproducible: Always
Steps to Reproduce:
1.webapp-config -p -I phpmyadmin 2.6.1_rc1 -d badphpmyadmin -h www.somehost.com

Actual Results:  
directory badphpmyadmin exists under /var/www/www.somehost.com/htdocs

Expected Results:  
directory should not have been created since webapp-config was run with -p 
mode.

Sorry about that.  Fixed added to webapp-config v1.11.
