Well, there's not much we can do when it comes to closed source software. I suggest you report this to Valve and mask >=media-libs/freetype-2.11.0 until Valve has fixed this issue.
Have you tried to fix this by building media-libs/freetype and media-libs/harfbuzz with less exotic C*FLAGS? I suggest you start giving it a try with -march=native -O2 -pipe
Upstream: https://github.com/ValveSoftware/steam-for-linux/issues/7935#issuecomment-890558546 As a workaround, the Steam client works fine with the system harfbuzz (and other system libraries), but I don't know the ramifications of customizing the runtime library search path in this way.
