Why are there no ebuilds for localized OO.org binaries in the main portage tree?

Anytime I install a new machine with Gentoo, I have to get all the stuff done to be able to install the German build of OO.org.
I have to check for new ebuilds myself! Isn't portage designed/supposed to do that?

I can not imagine any reason not to have ebuilds for localized OO.org build in the main portage tree!

Because of the maintenance costs (precious developer time) and the fact that Gentoo is a source distro and binary ebuilds are a rare exception.
