We would like to put together a guide for new developers. a guide to show them 
the ropes, to explain what the different teams are and what each is responsible 
for. to explain where everything is and how to go about doing everything, and 
including rules of cunduct. We would greatly appreciate information that you 
would like to see in this guide so we can put it together. thank you

Does policy.xml cover this now?

I think that this is now covered by both the policy and the documentation
policy. I am going to close this, but if anyone thinks that this is needed, feel
free to repopen and explain.
