If you run jvmsetup as root, it will create this file. Useless, but it demonstrates the error in jvmsetup. This cuases users to be unable to set their javasetup. Thus java under OO is useless. Vanilla OOo, ooo-ximian, ooo-bin? For instance the docbook export mentioned in the forum post you quote works without problems for me. java setup should be picked up automatically.
