net-analyzer/tcpdump-4.99.1

Build failure with latest stable tcpdump on a core2 system (it is a chroot)
(Strangely, it builds fine on my main system with bdver2 march and also on an other core2 system, not running in a chroot this time)

Rebuilding net-libs/libpcap fixes the issue.
Sorry for the noise.
