Removing dev-python/PyQt5 (an optional dependency of dev-python/pandas) from the list, we are nowhere near ready for keywording Qt for riscv.

Moreover, we might have a problem with supporting tests in dev-python/pandas because sci-libs/hdf5, an indirect mandatory test dependency of this package, fails its own tests on riscv for me.

Done. The test suite of dev-python/pandas-1.3.0 could not be run owing to the aforementioned incompatibility of sci-libs/hdf5 with RISC-V, that said the package in question builds/installs fine and the relevant networkx tests all pass.

Needless to say, the masking of all pandas USE flags which indirectly pulled in hdf5 has resulted in a CONSIDERABLY shorter package list.
