Bug 79732 – manifest_excludes

manifest_excludes allow me to keep portage in strict checking mode on while 
allowing me to bypass the need to have ChangeLog/metadata.xml or any other file I 
wish to override on slave servers which do not need them.

Removed ChangeLog and metadata.xml from Manifest creation and verification.

Looking through the batch of bugs, I'm not sure that some of these are 
actually fixed in stable. Others, the requirements have possibly changed after 
the initial fix was committed.
