After too many incorrect password attempts, I locked myself out of my Gentoo Bugzilla account. After resetting my password, it said I still had to wait until "12:40 UTC" for my account to be unlocked. My account was actually unlocked at 12:40 EDT, which is my local timezone.

Reproducible: Didn't try

Steps to Reproduce:
1. Enter an incorrect password repeatedly until your account is locked
2. Attempt to log in with a correct password
3. Compare the timezone mentioned on the page to your local timezone
Actual Results:  
The page specifies the unlock time using your local timezone, but labels it with the UTC timezone.

Expected Results:  
The page should either specify the correct time UTC or specify the correct timezone.

I have no idea whether this is an upstream bug.
