The package sci-libs/dcmtk comes with the OFFIS license.

From a brief look I think this is just a collection of various permissive licenses which should all qualify as FOSS licenses. Also Debian has this packaged, so likely the license is alright.

Does anyone see any indication here that this is a non-free license? Otherwise we should add it to MISC_FREE.

Looks like a free software license to me.
