I can reproduce the bug with several fluxbox styles, maybe with all of them.
check with current svn-please. i would rather see such bugs mentioned in the sf.net bug-db for fluxbox coz they have nothing to do with gentoo.
I tried fluxbox 0.9.13, it's better, but sometimes they appear (but less often). Has fluxbox anything to do with xv video output driver? because i have some problems with xv, it can be related to this bug... Do you want me to close this bug and open a new one in sourcefourge.net
