This happens to both rrdtool-1.0.35-r3 and rrdtool-1.0.39.

This has been fixed and commited as an in place correction (no version bump). If
you emerge rsync again in a few hours (given time for mirroring), the line
PREFIX=${D}/usr should be added to the perl configuration section of the ebuild.
