Bug 79197 – dev-utils/quilt is missing most of the docs, and the example quilt rc file

The install misses most of the docs included with the package, and perhaps more importantly an example of how to use the rc file support.

Plus the only docs that are installed go in to a /usr/share/doc/${P} instead of /usr/share/doc/${PF}, so the "make install" installed docs are removed and reinstalled with the attached patch.

The patch is against the ebuild after applying the fixes in bug #79195.

Hmm, I deserve to be shot for attaching that last patch.  Somehow I diff'd the
against the wrong ebuild :(  This version fixes that.

No sandbox violations and incorrect paths this time.
