As requested by robbat2: we should spin up another willikins instance or make the existing one connect to Libera in addition to freenode for the timebeing.

Note: this bug is not for discussion about pros/cons of moving to Libera or any other IRC network.

Thing #1 to consider:

Do we need a gentoo/bot/willikins cloak or not?

(currently I have allocated only the gentoo/developer/${nick} one)

Yes, it will need a dedicated bot cloak. There are some other bots as well, like the CI bot.

I have requested the gentoo/bot/$nick cloak for us, should be done.
