xorg-x11-6.8.1.902 is installed
This is a relic of X moving everything in /usr/X11R6/lib to /usr/lib. Although the original path (/usr/X11R6/lib/libfoo.a) is correct, so is the /usr/lib/libfoo.a path, which doesn't exist in the package database. I expect it would disappear if you dropped collision-protect, emerged it, then re-added collision-protect and emerged it again.
