Trying to emerge kde-apps/kldap-21.04.0 (USE="-debug -handbook -test") fails with 'Unknown CMake command "kdoctools_install".'

Guess as this was worked with #653194 this could be avoided by stating KDE_HANDBOOK="forceoptional", but not sure if package.env is the place fot that

Run emerge --sync for Gentoo main ebuild repository and kde overlay.
