On a clean install I try to install kpasman.  Here is emerge -pv kpasman...
x11-misc/kpasman-0.2  -arts -debug -xinerama

Several packages are to be installed, but arts is not one of them.  During the installation of kpasman there is a check for mcopidl, which is included in arts.  If mcopidl isn't found, the install errors out.

Turning on the arts USE flag did not cause arts to get installed.

The only solution for me was to manually install arts before installing kpasman.

Reproducible: Always
Steps to Reproduce:
1.  Clean system
2.  emerge kpasman
3.  install errors out due to "mcopidl" not being found



Expected Results:  
I don't know, but it should not have errored out.

Package is gone, give e.g. kde-misc/pwmanager a try instead.
