Systemd expects /etc/init.d/README, which isn't always present. See: https://gitweb.gentoo.org/repo/gentoo.git/tree/sys-apps/systemd/systemd-246.6.ebuild#n366

This shouldn't fail "closed".

Under what circumstances is it not present? A build log would be helpful.
