Proposed ebuild that adds "doc" use flag

Now dev-libs/pmdk generates and installs docs by default.

There is a possibility to skip this (and drop a dependency on pandoc, which pulls lots of haskell).

I'm attaching an ebuild that skips generating and installing docs.
