Would it be possible to get the pCloud cli client would into the Gentoo repository? If so, it would be great.

Why not try package it and put it into GURU?

The issue is it depends on dev-libs/boost, and the boost-1.75.0.ebuild disables cmake config files generation (https://gitweb.gentoo.org/repo/gentoo.git/tree/dev-libs/boost/boost-1.75.0.ebuild#n182) which are needed for compiling the pCloud console client.
