The search must be done by root first, then it works for regular users.

Bug 7719 had the same problems, but they were using commands like:
`emerge world -p` and `emerge system -p`

This is caused by incorrect directory perms in /var/cache/edb/dep. Checking out
a solution...

OK, I fixed perms settings in the ebuild and added an additional check/fix to
portage.py, this should be fixed in 2.0.38.
